To be in government, one is naturally expected to exercise corruption. Bribery was a matter of course. Without it, one can go anywhere! Isn't this true? I guess someone had neglected to revolutionize China's bureaucracy. Marx forgot to talk about corruption fron high! He should have emphasize more public input, and less party interferences.
