 Contaminated food and rural school fees are both outlawed in China, and therefore, non-existent.

 Charles: You talk about school fees - maybe it has escaped your attention that as of last year, in accordance with a law passed by the National People's Congrss and the govt. in 2005, all students up to and incl. 9th grade are exempt of ANY schoolfees in stateschools. Also the NPC has just decided to let rural residents study at teachers' colleges and related institutions for free or at radically reduced fees.
I teach in Xinjang and have heard from teachers working at semi-private schools how a large number of their students have dropped out due to this policy of the govt. of the PRC.

As for the lunch you mention you must have a very large family in mind and your restaurant of choice has to be very uptown in a place like Shanghai or Shenzhen.

Talk is cheap.

Earning below 638 Yuan a year is defined as "dire poverty" by China's standard. Small amount, but 638 is an improvement from an amount below 100 Yuan, and is a good start.

If China sets a higher target, the same people will say that it's all propaganda and unachievable.

 That target of 638 yuan is not realistic. The school fees for one child is more that that in a year. It would buy lunch for a large family at a nice restaurant in a big city in China.

That sum is a relatively easy target to hit, but plenty of people will still be very poor after the target is reached.

 There should be no doubt in anybody's mind as to the ability and will of the Chinese govt. to achieve the said target of poverty reduction.

According to the World Bank (no friend of Socialism) the govt. of the PRC succeeded in lifting 500 million people out of poverty since 1980. 60 million of these alone between 2001 and 2004. Also the WB staed that 90% of the global poverty reduction in that period took place in China.
Not a mean accomplishment for a developing nation hosting 1.3 billion people.

 it was specifically stated in the china daily news article that annual earnings below 638 yuan is considered as dire poverty.

 In politics, all things can be achieved if the wording is properly suited to the situation. What is the benchmark for dire poverty anyway? I am certain that the government can achieve it's goal. Remember Bill Clinton never had sexual relations with that woman, but he did have sex with her.

 All people must have access to good jobs, the rest will come automatically.
Taxes in poor regions should be completely cancelled, and in rich ones increased.
